PATAKI TO HEAD OFF HEALTH RATE HIKE.(CAPITAL REGION)

NEW YORK -- Gov. George Pataki has decided to use a one-time cash subsidy to keep down health-insurance costs for some of the state's sickest people, officials said Sunday. The plan seems aimed at bolstering the governor's record on health issues, as well as preventing an outcry over surging premiums that could bedevil his re-election campaign.
